Background Information

Bosnia and Herzegovina (BiH) has undergone transition and reforms in all segments of society in the past couple of years. A very important aspect of transition and reform concerns the national higher education system. As has been recognised, the position of the BiH universities today requires a strategic change and radical reforms. Cooperation and networking between students, teachers, and universities needs to be encouraged - within Bosnia and Herzegovina, but also beyond. This is induced by specific organisational mechanisms, i.e. by the introduction of the European Credit Transfer System (ECTS), the creation of a system of Quality Assurance including self-evaluation and quality maintenance, and the adoption of the Bachelor-Master structure. These are all preconditions for further national and international co-operation, recognition and alignment of standards.

BiH Tempus

Through the introduction of ECTS, this project aims to improve transparency and comparability of study programmes. Creating enhanced inter-university cooperation in B&H, as well as encouraging university teachers and students to take a more active role within both their home universities and abroad, are other important goals of this project.

The Introduction of ECTS at Universities in BiH finished in the second quarter of 2008. The results were clear. Significant improvements were made in the quality of administration services and support for technologies, making the system fully operational. Also, the student and staff mobility (exchange between EU and BiH) increased in popularity through promotion and the quality of the project's operation.
