External Evaluation International Pristina Summer University 2008
The eight edition of the International Pristina Summer University (PSU) was organised from 14 July till 1 August 2008. This was the first time that the University of Pristina organised it independently, without direct support of SPARK. An external evaluation was executed by Van Peski Consult to provide recommendations for improving further editions.

External Mid-Term Evaluation of the Southeastern European Business Startup Network Project
The SEBSN Project aims to contribute to sustainable economic development by supporting local economic and higher education institutions in promoting entrepreneurship and SME development, and to create an enabling environment for entrepreneurship and SME development. The project is implemented by SPARK, through four Business Start-up Centers (BSCs) in Bar (Montenegro), Bitola (Macedonia), Kragujevac (Serbia), and Zenica (Bosnia & Herzegovina).
This external midterm evaluation of the Southeastern European Business Start-up Network Project (SEBSN) “From Idea to Business,” has two main objectives:
1. To assess progress made to date toward reaching the desired objectives, outcomes, and results of the project, and
2. To provide recommendations for future Project implementation based on progress made so far and lessons learned and opinions of staff, project partners, and target group.

External Evaluation of the Mitrovica Summer Courses Project 2008
The Mitrovica Summer Courses represent a vital part of the Mitrovica Youth Programme, a project aimed at introducing youth in Mitrovica (primarily students) to recent developments in the field of European Integration and Higher Education. Furthermore, it provides the participants with skills and competencies that are beneficial for their chances on labor market and forms a basis for regional integration. MSC is jointly organised by SPARK, Mitrovica University and its student parliament.
The external evaluation of the Mitrovica Summer Courses Project 2008 was executed to provide recommendations for improving future editions.

External Evaluation International Summer University Macedonia 2008
The International Summer University Macedonia (ISUM) is primarily aiming to foster co-operation between (predominantly) ethnic Macedonian and ethnic Albanian academic institutions and students. Subsequently, it also aims to assist the implementation of European Standards in Higher Education (Bologna Action Lines), improve the quality of higher education in Macedonia and accelerate its integration into the European Higher Education Area and the Bologna process. ISUM is organised by SPARK in cooperation with the State Universities of Tetovo and Bitola, the SEE University in Tetovo and the State University in Skopje.
The external evaluation aims to assess the project results of ISUM held in Ohrid, Macedonia in July 2008. It presents the strengths and weaknesses of the project and its underlying organisations as in order to put forward some realistic and practical recommendations to be applied in the future.

External Evaluation of BSC Kosovo 2006-2008
BSC Kosovo is one of the five Business Start-Up Centers that are supported by SPARK. With this project, SPARK promotes entrepreneurship by supporting young and ambitious (potential) entrepreneurs in the discovery of business opportunities and in the creation and development of successful businesses.
BSC Kosovo targets the training and development of 400 youth in Kosovo. The goal is accomplished through three cycles of training courses and business plan competitions, whereupon winning trainees receive an award package to help them register and start their business.
This purpose of this assessment is to evaluate the Business Start-Up Kosovo. The BSCK project officially started on October 10, 2005 and was intended to be a two-year project. The program has been extended through March 2008 with a second no-cost extension requested through June 2008. The result is an in-depth and comprehensive assessment of the program that will be useful for both SPARK and BSCK in closing out the current phase of the project .
