“Entrepreneurship and Human Resources Development for Lisbon goals” Conference was imgp00431.jpgorganised by the Directorate for SME Development of the Republic of Montenegro, on 09th May 2008, in Podgorica. The Conference was organised in the light of the Europe Day celebration, and was supported by SPARK Private Sector Development project.

The idea of the conference was to ignite interactive discussions and inspire sharing of experiences on human resource and entrepreneurial learning development in Montenegro as well as other Western Balkan countries. Human Resource Development is seen as catalyst of rapid changes in the society, economy and politics. Representatives of local and regional business support organizations, central and local governmental institutions responsible for entrepreneurship development and promotion, central and local governmental institutions responsible for entrepreneurship education, SMEs representatives, international organizations, public Universities, VET schools, potential start ups and students in a one day long Conference discussed about:

I How the educational system can be adjusted in order to better respond to the growing economy needs

II Self-employment and entrepreneurship promotion – the way to survive

III The role of Government in human resource development in public sector – flexible and competitive public sector for faster EU integration

IV Promoting and increasing human resource development within SMEs – the role of private sector in the human resource development

In addition, representatives from Serbian Ministry of Education, Serbian Chamber of Commerce and Serbian Agency for SME and Entrepreneurship development presented the case studies of entrepreneurial education and SME support that exist in the Republic of Serbia. Representative from Poland shared Polish experiences on promotion of HRD in companies in Poland.

imgp00381.jpgThe Conference was welcomed by Mr. Zoran Vukcevic, Director of the Directorate for SME development of the Republic of Montenegro. Furthermore, during the plenary session Mr. Leopold Maurer, Head of the EC Delegation in Montenegro, Mr. Rainer Freund, Head of EAR, Mr. Cazim Fetahovic, Deputy Minister of Education and Science and Mr. Vlatko Radovanic, Deputy Minister of Labor, health and workforce were discussing on encouragement of entrepreneurship and human capital development as one of the important aspects and requirements for greater achievement of Lisbon goals and faster integration of all Western Balkan countries in the EU. They were also focused on very good cooperation that Montenegrin Government established with international donor institutions in the field of entrepreneurship development and HRD.
